Notes:

 Shelter “accomplishments” include “reduced shelter population” nearly every year since 2014. Is it due to an increase in euthanasia?
Shelter “Goals” need to go beyond building improvements.
 A new computer program was installed in 2016, yet the shelter failed to produce FOILed (Freedom of Information Law) reports for cat statistics and other measurements.

2015

  • Improvements to the Animal Shelter building to include a new roof, HVAC system, new doors and refurbishing kennel runs (gates, flooring).

  • Improvements to Animal Shelter grounds, including the creation of an outdoor isolation pen and moving garbage container to a more accessible location

  • Continue to step up adoption efforts

  • Purchase a digital X-Ray machine

  • Prepare new RFP for the operation of Spay/Neuter and Veterinary Clinic

2014

  • The shelter population has decreased through increased relationships with rescue groups and an increase in adoption events on and offsite. Additionally, through increased hours, new staff and volunteers, both paid staff and volunteers are working cohesively to achieve a better environment at the shelter.

2016

  • Complete improvements including HVAC system replacement and refurbishing the final kennel run.

  • Continue adoption event programs.

  • Evaluate, create and implement a program that provides public education on the value of spay/neuter.

  • Find log cost options for spay/neuter.

  • Install cameras for security and safety to be upgraded.

2015

  • Numerous capital improvements including new roofs, HVAC system, doors and refurbishing kennel runs that create an improved environment for animals, employees and volunteers.

  • Implement adoption event programs that improved adoption rates and helped stabilize our animal population.

2017

  • To continue to upgrade facilities for a more effective and efficient environment for staff, volunteers and animal friends. This includes a continuing effort to complete all HVAC upgrades

2016

  • An increase in adoption events and proactive efforts by all staff, has resulted in a reduced shelter population, improving the environment for our staff and animal friends. Additional cameras for security have been installed. New boilers were installed, converting from oil to natural gas to improve efficiency and costs. A new shelter computer program was installed to better serve the animals and create office efficiency.

2018

  • Upgrade facilities for a more effective and efficient environment for staff, volunteers and animals. This includes plans to complete upgrade to all HVAC systems and to renovate dog pen areas.

2017

  • An increase in adoption events and proactive efforts by all staff, has resulted in a reduced shelter population, improving the environment for our staff and animal friends. Cameras for security have been updated and more efficient replacement HVAC units were installed.

2019

  • Complete roofing replacement and flooring upgrade.

2018

  • An increase in adoption events and proactive efforts by all staff has resulted in a reduced shelter population, improving the environment for staff and animals. Continued facilities renovation for new dog pens and sturdy, stain resistant easier to clean flooring.

2020

  • Renovate the front lobby for ADA compliance and upgrade bathrooms available to the public.

2019

  • An increase in adoption events and proactive efforts by all staff has resulted in a reduced shelter population, improving the environment for staff and animals. Continued facilities renovation for new dog pens and sturdy, stain resistant easier to clean flooring. Created an Animal Shelter Advisory Committee with a current mission to improve outreach, to educate and promote spay and neutering, as such reduces overpopulation and is heathier for pets.

Brookhaven FOIL (Emergency Care Contract)

The emergency vet care agreement was written to provide emergency medical services for shelter animals.
Several problems have surfaced with this arrangement. 
The procedure for STRAY animals found when the shelter is CLOSED is unclear and obtaining AUTHORIZATION is difficult.
This includes
- stray dogs
- stray dogs in need of medical attention
- stray cats/kittens in need of medical attention
One other complication involved a stray dog brought to the emergency clinic by a good samaritan when the shelter was closed. The dog was subsequently released to a person claiming to be the owner, but was not. 

When the agreement expired on 06/08/19, the town board authorized a renewal but agreements were not signed.
The reasons for this are unclear.
